For the first time in history, the Serbs, Muslims, and Croats of Bosnia and Herzegovina, united in a national liberation movement, have set out on the same path, beginning to build their common home, whose foundations are built upon the bones of their finest sons. For the first time in history, they became the masters of their own destiny, firmly resolved to bury the age-old, dark, and burdensome past once and for all and to build a state community in which they would live in equality, freedom, peace, and prosperity.

The people’s democratic authority in Bosnia and Herzegovina, embodied in the National Liberation Committees and the National Anti-Fascist Council of National Liberation of Bosnia and Herzegovina, guarantees:

• Equality of the Serbs, Muslims, and Croats of Bosnia and Herzegovina, which is their common and indivisible homeland.

• Freedom of religion and conscience, as well as equality of all religions.

• Freedom of assembly and association, and of the press.

• Personal property and the security of citizens, as well as freedom of private initiative in economic life.

• Equality of women and men, both in the country’s political life and in all areas of social activity.

• In democratic Bosnia and Herzegovina, voters will exercise the right to vote by secret ballot on the basis of universal, equal, and direct suffrage.

• Active and passive suffrage is held by every citizen who has reached the age of 18 and is not deprived of this right by law.

• Every citizen is guaranteed the right to appeal a decision by a government body, as well as the right to petition and file complaints with all state authorities.

• No one can be convicted without a prior judicial proceeding.

• The people’s democratic government will, through legislation, ensure that all workers in the city and countryside live in accordance with the modern understanding of social justice and human dignity.

• To eliminate illiteracy in Bosnia and Herzegovina as soon as possible.

• To improve the general education of the people through a planned network of schools and cultural and educational institutions, thereby enabling its fastest possible cultural and economic development.

• To give the highest priority to the preservation and improvement of public health.

• All fascist and pro-fascist organizations are banned, and all persons engaged in fascist and pro-fascist activities are to be prosecuted.

Sarajevo Operation – 28th March to 6th April 1945

Since mid-March, Sarajevo had been almost completely surrounded by three corps of the Yugoslav Army. An estimated 38.000 Nazis, Ustaše, and Chetniks remained entrenched in the city. The military operation to liberate the city was preceded by the decision to form the Operational Headquarters for the Liberation of Sarajevo, made on 17th March. Six days later, this staff issued an order: “For the direct attack on Sarajevo by the forces of the 5th Corps, the 10th Division as a whole and the 4th Division minus one brigade will participate…”

On 27th March, not 28th March, Luburić had 55 illegal immigrants who had previously been imprisoned in the camp brought into the city. After horrific torture (ironing, boiling, dismemberment), many anti-fascists were already dead and were hanged to intimidate the people of Sarajevo. On 28th May 1945, the final operation for the liberation began. On 3rd April 1945, the Nazis decided to withdraw through the Bosnian valley, and the Ustaše followed them. Before their withdrawal, they wanted to destroy as much infrastructure as possible, but they were prevented from doing so by the legalists. People’s Hero Vladimir Perić-Walter, with a group of fighters, guarded the power plant that the Ustaše wanted to destroy during their retreat. However, he was killed on 6th April, the very day the 3rd Corps finally liberated Sarajevo.

On April 5, 1945, at 5 p.m., the first partisan units to liberate the city of Sarajevo, the 16th Muslim NOU Brigade, entered through the Višegradska Gate. On April 6, 1945, the resistance of the Germans and members of the NDH was broken, and Sarajevo was liberated. Bitoraja In the anti-fascist struggle from 1941 to 1945, 10.961 citizens of Sarajevo gave their lives. The units of the Yugoslav Army had 657 killed, 2.020 wounded, and 27 missing fighters in the operation to liberate Sarajevo.
